Kratom is legal in Missouri with no statewide framework. Senate Bill 927, filed by Sen. Maggie Nurrenbern, would have set a 21+ age requirement, capped 7-OH content, banned combustible or vaporized kratom, prohibited child-appealing packaging, and required labeling and behind-the-counter storage; it received a Do Pass from the Senate committee but died when the legislature adjourned May 15, 2026. At the local level, Kansas City adopted an ordinance in February 2026 that bans synthetic 7-OH sales city-wide, restricts natural kratom sales to buyers 21 and over, and requires kratom sellers to hold a special city license, similar to alcohol and tobacco permits. On October 15, 2026 the Attorney General's office added nine businesses to its investigation of 7-OH sales, bringing it to 15, and ordered two of them to stop selling 7-OH immediately.
