Gruters and HB 1205) would have further expanded the KCPA with mandatory lab testing, FDACS permitting, mixing prohibitions with caffeine/alcohol/cannabinoids/kava, and school-buffer restrictions — both stalled, with SB 994 dying in Commerce and Tourism on March 13, 2026.
