Public hearing on Proposed Local Law No. 2 of 2026, which would prohibit the sale and/or distribution of kratom in all forms within Hamilton County.

The ask: Use the State's 7-OH limits instead of banning all kratom.

How to take part: Speak at the hearing. For written comments, use the contact details on the county's notice.

Set by Resolution No. 3 on the Board's October 1 agenda.

  2. Seneca County

Vote expectedAsks the State for 7-OH limits

    Seneca County Board of Supervisors

Regular meeting. The Board is expected to vote on HHS #2, which its Health and Human Services Committee approved by voice vote on October 27. The resolution asks the Governor and the Legislature to prohibit synthetic, adulterated and high-potency kratom products while avoiding a broad ban on natural leaf, and to act on S8925-A. It is a request to the State, not a local law, so it would not change what can be sold in Seneca County.

How to take part: To speak, ask the Clerk of the Board by November 5 to be put on the agenda, and give a general topic. After that, sign in with the Clerk before the meeting starts, with a general topic, and the Chair may let you speak during Open Privilege of the Floor. Speakers give their name, address and any affiliation and get up to five minutes. Written statements become part of the minutes or public record but are not read into the record. Contact details are on the Board of Supervisors page, linked below.

Place: County Office Building, 1 DiPronio Drive, Waterloo, NY 13165

The November agenda had not been posted as of October 28, so the vote is expected but not confirmed.

Law to be presentedBan on kratom sales, text not yet published

    Columbia County Board of Supervisors

The ask: If the law covers natural leaf, ask the Board to use the State's 7-OH limits instead, as Dutchess County did.

How to take part: Board meetings are open to the public and held in person. The county posts agendas at least 24 hours ahead on its Upcoming Meeting Information page, and recordings on its Videos page within a week.

Place: 401 State Street, Hudson, NY 12534

    Town of Amsterdam Town Board

Public hearing on a proposed local law that would bar anyone from selling, displaying for sale, distributing or otherwise providing kratom or kratom-derived products in the town, natural leaf included. Personal possession is not covered. The Board can vote on it at its regular meeting, which follows at 6:00 p.m.

The ask: Aim the law at concentrated and synthetic 7-OH, and keep natural leaf legal for adults 21 and over.

Place: Town Office Building, 283 Manny's Corners Road, Amsterdam, NY 12010
