When the measure came back before the Legislature on September 21, 2026, Legislature records identified it as Resolution No. 480, offered by Legislator William Murray with Legislators Donovan and Kovacs, and referred to the Health, Human Services and Human Rights Committee and to the Laws, Rules and Government Services Committee.

The scope is unchanged from the version postponed on September 3. It would bar the sale and distribution of concentrated and synthetic kratom products containing 7-hydroxymitragynine above 2 percent of total alkaloids or more than 1 milligram per serving. Natural leaf is not covered, which puts Ulster on the same model as the adopted Dutchess and Suffolk laws rather than on the Rensselaer or Saratoga model.

Murray argued that the recent restrictions in neighboring Dutchess and Sullivan counties could push sales into Ulster.

On October 2, 2026 the Legislature posted Resolution No. 480.1, from the same sponsors and referred to the same two committees. It holds the public hearing on Tuesday, November 17, 2026 at 7:05 p.m. in the Legislative Chambers, 244 Fair Street, Kingston, replacing the October 20 date in Resolution No. 480. The full Legislature adopted it on October 20, 2026, 23 to 0, on its consent agenda, according to the meeting video; the county's page for the resolution still shows it as pending. The County's 2027 budget hearing is at 7:00 p.m. that evening, so the kratom hearing may start late.
