The measure was introduced by Legislator Janet Sutherland and advanced by the Human Services Committee on December 10, 2025 before the full Legislature voted on December 18, with two members absent.

This is not a ban on adult sales and not a shipping block. The age limit matches what statewide law already requires, so it changes nothing operationally for a seller who already sells to adults 21 and over.

The companion resolution urging a full state ban is the reason to watch this county, and local advocacy for a complete prohibition has continued. The exact adoption date and the penalties are unconfirmed.
