The thresholds are the same numbers used by the Dutchess County local law in New York and by S8925A, the state bill that passed both chambers in June 2026. That makes Coeur d'Alene the third jurisdiction on those exact figures, and it is the reason this entry matters more as precedent than as an operational change: the threshold model is establishing itself as the alternative to prohibition.
